And I think it's quite in-character for Ianto, too, given his reaction in Adam (that he didn't cover his own trail/protect himself, but instead confessed to Jack for the sake of protecting other people against him. That takes courage).
I think Ianto, especially after the events with Lisa, is very conscious, above all else, that innocent people not be hurt, and he's willing to do whatever it takes to keep that from happening. I also think that there's no way he would live like this indefinitely without taking steps.
Jack being smitten is one of the best things in the galaxy, in my opinion.
